    Possible Effects of the Services Directive

    This report analyses the economic effects of the Services Directive. The Services Directive has been in force since 2010 and is designed to facilitate services trade by removing unnecessary and discriminating rules and simplifying remaining rules in the EU Internal Market. We examine four services categories and estimate that trade in these services could increase by up to 50 percent if three regulations were deregulated according to the Services Directive’s ambition.

    The Impact of Rules of Origin on Trade

    – a Comparison of the EU’s and the US’s Rules for the Textile and Clothing Sector

    The aim of this report is to examine the effects of rules of origin. We discuss the importance of the design of the rules, for preferential agreements to make a difference. The evident objective of non-reciprocal trade agreements is to stimulate exports from developing countries to industrialised markets. However, actual exports using the preferential arrangements do not increase as one could expect or at least hope for.

Vi konstaterar att flera handelspolitiska instrument, till exempel, regler som fastställer en varas ursprung, inte tar hänsyn till denna utveckling och att de därför har dålig koppling till verkligheten. Vi påpekar även det märkliga i att EU fortsätter ta ut tullar på insatsvaror till EU:s egen industri.

    Dumping or Competition?

    The EU Anti-Dumping Duties on Ceramic Tiles

    Denna skrift påvisar att ”prisdumpning” enligt WTO:s definition äger rum inom EU och att denna ”prisdumpning” inom EU anses utgöra normal konkurrens, då inga åtgärder föranleds. Analysen visar att EU:s antidumpningsförordning måste förändras på flera avgörande punkter om syftet med antidumpningsåtgärder ska vara att främja en effektiv konkurrens. Om ingen förändring av regelverket sker bidrar antidumpningstullarna endast till att främja en orättvis konkurrens där EU:s egen tillverkningsindustri gynnas till de europeiska konsumenternas nackdel.
